Oracle apps user creation thru command line

Hi,
I need to integrate a third party security solution with Oracle apps.

Are there any command line tools or set of tables or APIs through which Oracle app's user creation can be done ?

I have not personally used it, but there are many references to FND_USER_PKG on metalink as the tool of choice for this purpose.

Here's the note on their use:

"The FND_USER_PKG APIs are self-documented. Therefore one must actually view
the actual FND_USER_PKG package to see examples of how to utilize the APIs.

One has two methods of viewing the package body information.

1) Query dba_source to gather the package body information.
2) View the body and spec under the $FND_TOP/patch/115/sql directory.

The package short name is:

AFSCUSRB.pls -- package body
AFSCUSRS.pls -- package spec"
