oracle and dates

I have been working on this problem in oracle for days and can't figure it out.

"Show all employees who were hired in the first half of the month."

Does anyone know how to show less then the first half of the month?

to_number(to_char(my_date, 'dd')) < 15

may be an approach I tried to remain child-like, all I acheived was childish.
