Oracle 9i Relase 2 Can't Create Users

I am a programmer and have the follwing error occuring on a test database. Trying to create users on a test database running Oracle 9i Release 2 the following error appears when clicking on the Temporary Tablespace LOV: (FRM-40502) Oracle Error: unable to read list of values.

I know this is a form error and was wondering if there is anything specific that I can have the DBA look at for the paritcular tablespace I am trying to use to create the users.

Any help would be appreciated.
