Oracle 9i- Junk Characters in Database

In my project, we are using arabic and english, while running the form arabic text is entered in arabic text box(input).once saved all details are saved in database instead of arabic, because it saved like junk characters(??????).

In Forms,while query and see the data it shows all details but arabic is coming as ?????.

How to rectify this problem.
