Oracle 8 error message 401

When trying to enter the database the following error message is received. Source: frmSplash.Timer1_Timer
Message: 401: Can't show non-modal form when modal form is displayed. Does anyone know how I can resolve this?

I think that the message means that a pop-up window is active
and that you cannot navigate to an underlying window, nor
open a new non-pop-up window, until the pop-up window is closed.
