Oracle 8.1.5:SQLSetConnectAttr failed

Using Oracle 8.1.5 on windows2000 box and Merant 3.6 Oracle driver. The log tells me that SQL_ATTR_CONNECT_Catalog fails.
Have tested all ODBC etc connections. tsping fires all the oracle connections ok.

Any Ideas PLEASE?
