ora 12705 : invalid or unknown nls parameter value defined

I am getting this error
ora-17205 : Invalid or unknown NLS parameter value specified ?

How do I resolve this ?

when does the problem happen?

if during "startup", can you post your NLS parameters from your init<SID>.ora?

if during "alter system/session set ...", can you post the parameter you are setting and the value?

my NLS_LANG environment variable is NA.

Still no changes. I am able to login from sqlplus but not from PLSQL developer.

Any ideas ?

Is it missed in Registry? Quite unusual situation.
Do both PLSQLDeveloper and sql*plus use the same home? You may manually select it in Tools/Preferences/Options

I have a parameter NLS_LANG in the registry
and its value is NA.

So set it correctly or just remove it to get default value! You MUST set it if you use non-English environment.
