ORA 12631 User Name retrival failed

Hi all

I am facing the pecular problem while installing oracle 8.1.7 on windows 2000.
Its throwing ora12631 error while creating the database,
this is after successful installation abd while creating
default Database .

please help.. my system has 1GB RAM, everything seems to alright.

I badly needs help.
