ORA-12500: TNS:listener failed to start a dedicated server process

Getting the following error trying to connect to my Oracle database:

ORA-12500: TNS:listener failed to start a dedicated server process

This only occurs when I am using terminal services to get into the win 2k server box. If I am at console, this error does not happen.
