ORA-12154:TNS:could not resolve service name

How can I resolve this error as I try to connect to Oracle 9i database using Oracle forms 6i. I'm using Windows Xp.

Set up the database you are trying to connect to in the TNSNAMES.ora file for your forms 6i.
