ORA-01113: file 286 needs media recovery

Is there any other way than using arch log to start up the db? The reason I am asking is I am having an issue with to get redo1_430.arc.

SQL> alter database open;
alter database open

ORA-01113: file 286 needs media recovery

SQL> Recover datafile '/dev/rdevl_0064_043'

How did you recover the db? from rman backup?

If you did recent recovery from an rman backup you can use the RECOVER DATABASE ... NOREDO option.

What is the next archive log to be created? if it is redo1_430.arc then you should be fine. If you are missing redo1_430.arc then you'll need to do an 'incomplete' recovery.
