ORA-01033 Oracle Initialisation or Shutdown in Progress Error 1

I'm getting an ORA-01033 Oracle Initialisation or Shutdown in Progress Error Message in crystal Xi and in Toad.

I've restarted the server and logged in again, but still get the same message.

Any ideas?

You've restarted the server, but have you restarted the Oracle instance on the server ? Also, it may take some time for the database to come up, especially if it previously crashed - it will have to roll back any transactions that were pending when the crash occurred in order to get back to a consistent state.
