Ora-00020 error

We are getting ora-00020 message (ORA-00020: maximum number of processes (%s) exceeded) when trying to connect to our Oracle 9i database.

I googled the error message and it says to find what user is causing the problem. I used v$session but didnt find any user keeping the connection open.

Please advise what could be causing this message and how can it be fixed?

This usually just means that the maximum number of processes as defined in the startup pfile or spfile has been reached - try increasing the number available gradually to reach an optimum for your system.

I want to be good, is that not enough?
