@ or % vpopmail authorization

I have noticed that some mail servers are setup to use user@domain.tld for usernames and others use user%domain.tld. When I setup qmail/vpopmail, I did not see a setting for this. Does anyone know where this can be changed?

Don't change it.

RFP 2821 (Simple Mail Transport Protocol) specifies that:

Mailbox = Local-part "@" Domain


Where have you seen user%domain.tld? If it was on someone's posting to a website, it might be his attempt to keep email address harvesting bots from catching his address. Perfection in engineering does not happen when there is nothing more to add. Rather it happens when there is nothing more to take away.
 
Our user's specify username@domain.com to check virtual domains. However, some old clients (old Eudora, and sadly, some of our customers still use it) do not ask you to specify a POP3 server. You simply input your e-mail address and it uses the domain from it as the server, but only sends the username. For these customers we specify username@domain.com%mailserver.domain.com as multiple @'s on one line is an error....
