We are currently running nortel system with optivity, i can't seem to find anything about intercomming to all the phone in the event of an emergency? is there a way to pick up a phone and have the ability to intercom to all the phones?

You need a paging system to do that. The bigger nortel switches don't have the ability to page over a group of phones.
