Options for Remote Connection

Wonder if anyone can help me. I've been set a wonderfully arduous task!
We currently have a Citrix Server running Metaframe 1.8 on Windows 2000. The Citrix Server is used both internally via the WAN, by some internal staff at home, and also by a remote office. The remote office are connecting via an uncontended ADSL line at 64kbps. Some members of staff have said it's really slow when they connect, and I have been asked to look at all the options. So I thought I'd call on you guys, who have always managed to help me out of sticky situations in the past. Here's my questions:-

1. If 4 users are online at the same time how much bandwidth do they share?
2. Would our Citrix Server operate quicker for the remote user if we plug in a spare ISDN30 DDI which we have (currently running a leaseline)?
3. Is Terminal Services or VPN better options to Citrix?

As much help and info would be greatly appreciated.
