I may need to upgrade an Option 81C to e VOIP ready. It is a release 25.08. What do I need to make this happen? I will need to incorporate a total of 14 sites.

That's one of the x threads asking about it.
Explaining how a new technology have to be implemented need at least some days of training. Don't try do to it without a strong knowledge of that technology. The result will be not your customer expected to have, and you will loose him...
You can also read the NTPs speak about it : Data networking for VoIP, IP Peer networking, Signaling Server, CS1000x planning and engineering and so on...
After that have a test lab to try everything.
Have a doc a present to your customer with your requirements of the Data network....and good luck.
