Meridian 1 Option 61C Generic 3221/03.00.

I think you must have the Pentium processor that requires the CD-Rom?.

Do you have documentation on how to create a disk with software and a floppy disk with key.

I think you just need to download all the different 03.00 generic versions into a folder on your computer. Then burn the images onto a CD-ROM. This means that the initial folders on the CD-ROM are all the different versions such as "0300__MR.N32" etc. As your system is a type 3221, then that particular folder and contents will be what you should require to install the software again.

You might also require the floppy disks and I think the CPP2 software was "R03_V11_Install_CPP.zip" and it needed to be unzipped in order for the *.bat file to be run. There is a readme.txt file for that and I would follow the instructions.
