Option 11C TRK 153 error message

I have a customer that recently switched their Ground Start trunks to a new line provider. Ever since the switch, I keep getting TRK 153 grounding error messages on several trunks and the operator is complaining about "phantom calls" (the phone rings one time and no one is there). I have ckecked for polarity errors and have not found a problem. The software is Release 20, Issue 22. Any Ideas??
 
GO TO THE DEMARK AND MAKE SURE ALL THE LINES ARE GROUND START, ALSO MAKE SURE THAT WHEN THE LINES RING IN THAT A GROUND REMAINS ON THE TIP SIDE OF THE LINE FROM THE CENTRAL OFFICE
