Option 11c rls 23 passing digits

I have a Rls 23 11c two expansion cabinets. If I call into a conference bridge, It will not always pass all the digits for the access code. I found one number that I can repeat every time. It only happens on cabinets 2 and 3 not the main. If I track the call, it does show all the digits I entered. The main processor has the TDS on it, or should I be looking at the fiber sender or receiver cards?
