On DDI calls if no one answers the call then it is picked up by the voice mail system.
However if the extension is busy then the call is automatically transfered to the attendant.
Can this be changed so that all calls are picked up by the voice mail system?
 
yes, change your hunt target to be the same as your foward no answer target
 
cls hta

hunt xxxx (same number as your forward) of your programed that way, then you have a cdb option that needs changing

Make sure you don't have in the Phone CLS FBA it should be FBD. FBA sends DID calls to the ATT if the set is busy, it overides HTA.
