Option 11 PRI channels all disabled due to Clock Controller

I'm having issues getting a PRI re-established. There is a RED alarm on the PRI card. We have been having issues with the copper from the provider and the PRI was recently down. The provider claimed it was back up and told the customer the problem was with the PBX. I went through the normal process of dis/enabling the loop/DCH of the PRI and both of those show enabled, however all the channels of the PRI are DSBL and give me an error when I try to enable all channels that there is RED alarm. This has happened before, and usually the PRI comes right back after the provider repairs the line. We even tried to INI the switch. When it came back up I was given an error that the clock controller was not active. (Sorry, I'm working off of memory here and can't give the actual error codes or terminal printouts)Through troubleshooting everything is pointing toward the clock controller being the culprit.... so my question is the clock controller set by the PRI? Is there a problem with the circuit, resulting in the clock controller issue? Or is the clock controller purely functional from the PBX? This is a new area for me, I've never performed any troubleshooting on clock controller before. I appreciate any suggestions
 
Clocking is important when having PRI circuits as without it, you can suffer sync errors when on calls. A PRI circuit should still function without the clocking being active.

I would try and go into LD 60 and key in SSCK 0 to check the clocking status. It might be disabled. Try ENL CC 0 and then SSCK 0 again or just do DIS CC 0 to disable the clocking and ENL CC O to enable it before doing SSCK 0 to stat the status.

It sounds to me that there is still an issue with your Telco. Of course, check in LD 96 the D Channel status and the loop in LD 60.
