option 11 extension dialing

I am working with a school district that has 54 locations with option 11's and a central site with a option 81(pri's connecting). My question is this: I can dial ext 1376 from all schools but one. At this one school, I can dial 1300 thru 1369 but get a wierd stutter type dial tone when I dial 1370 thru 1409 and can dial normal from 1410 and up. The option 11 is set to allow 13XX and 14XX. Does anyone have any clues about what direction I should take. Would my 81 have any bearing in this? Extension 1376 is a library at another school. All the extensions at that school are 1370-1409. From the troubled school I can dial 9-XXX-1376 and it rings right in........

The stutter tone is probably asking for an Auth Code, which means the FRL of the Route List is too high to allow the call. That is where to start.
