I saw a link recently (might have been here) to a site that collects statistics on browser usage and configuration.
The vast majority of users are connecting at 800x600 and above.
So, if you design your site to fit a 800x600 screen, you'll be OK even if someone is running at 1024x768 or 1600x1200.
If you look at the bottom edge of your DW page design window, there's a popup/dropdown that lets you set the page size for when users view with their browser maximized.
If you know your target audiance you can answer that yourself. Do you want to cover the entire market? If it is for an ecommerce site selling widgets & gidgets you may want to cover all browsers; for WebTV users (640 [I think]), People that display a search, or favorites menu on the side, with 800*600 are limited to around 640 with the side bar open.
If you don't want it to be viewed by absolutly everyone then 800*600 is probably the best, and use tables (@ 100%).
Then there is the issue of compatibility, Netscape, or IE. 4.0, or higher browsers? And last, the issue of bandwidth. Pages should download in about 17sec on a 28,800 connection. About 5% of people have high speed access, the rest are on dialup.
My new site is graphic heavy (sliced all the graphics), and targeted to employers (who will usally have higher bandwidth)
