Optimizing under allocated resources.

I have 3 tasks for 1 resource. 40% of his time he's on the first task, 40% on the second task and 30% on the third tasks.
The maximum allocation is 80% and the minimum is 70%. How can I make Project level so that it will fill in the missing 20% or 30% ?
 
Levelling doesn't "pull up" ... it just pushes out and it pushes out only when allocation exceeds 100%.

(It's a bit more complicated than that, but this is enough for you to work with.)
 
Thanks, but I don't really want Project to 'pull up' the tasks. I want it to fill in the gap between the allocation % and 100% with another task.
Example : The resource allocation is 80% (two tasks at 40%). I want Project to fill in the remaining 20% with my third task without having to specify the number of units on the third task. I want to be able to specify a task that will 'fill in the blanks'
