I dont know why ETH 1 16 0 is out of service.

About a year ago, I had something very similar to this. The installer did not connect the crossover ethernet cable from core 0 to core 1. I had to order a new cable and install it after hours. I'm not sure if this is your culprit, but check the CS 1000M-Meridian 1 Large System
Planning and Engineering disk for more info.

 
Yep, it is more than likely your hsp pipe between your cores. You might need to change the Ethernet cable between the cores or unplug/replug it in. You may also have an issue with your nic card in the Pentium but first just try changing or adjusting the cable between your cores.
