OPT11C failing EDD or EDD CLR

I have a opt11c rls 25.40+
When edd is ran manually or via MIDN, I get a EDD009 then a EDD018 codes. We just changed the PRI programming and am concerned if we have a power out that it will load old data or not read it at all.

Where is that writing to the SSC or the daughter board on the SSC? I believe the OS is on the daughter board. Looking for a starting place.
