OPT-11C to Cisco using PRI with a BDCH

Good Morning,

I am connecting my Opt-11c to Cisco using PRI with a backup DCH. I have it programmed, but I continue to have a problem of my DCh's not remaing established.
I am using a NTBK09 with a downloadable DCH handler for my primary and a TMDI rls1 for my backup.

What could I be missing?

why are you using a backup? i have 4 pri's to two cisco's and use a primary to each one.. cisco does not lend itself to nfas...
