OPT 11C PRI willn't come up

We are attempting to set up a PRI between an OPT 11C using a TMDI card and a Siemens ESWD central office. We are unable to get the D-channels to communicate. We are not able to see any incoming messages on the D-channel from the CO. We have the D channel set for NI-2. Does anyone have any idea about what might be wrong? The central office is able to see us when we disable and re-enabled the PRI.

custom is AT&T'S way usually
