Opt. 11 Fatal Error 1

This system is a Opt. 11 Rel. 5. The customer emailed me pics of the cabinet. I have red alarms on loops 1,2,4,6. Loops 3 and 7 are all that is keeping the system from being out of service. I dialed up the system an as soon as I connected the following error message appeared.

TMDI300 1 FROM: SYS DSBL - SELF TESTING TO: SYS DSBL - FATAL ERROR
TIME: 18:02:06 REASON: UNKNOWN

TIME: 18:02:06

I then went to ld 60 and stat. out of 6 loops only 2 are green. I then went to ld 96 and stat dch. I have no d ch for loop 4. Back to ld 60 stat loop 4 it is dsbl. What is the fatal error? and is it possible that loop 4 is a T1 not a PRI? Will be onsite soon so I can have eyes on the entire system.
 
in LD 96 try disabling the TMDI card and self testing it yourself, could always disable TMDI, LOOP and clock if required and reseat before you try it for good measure. Once it is in and passes selftest I would enable with and FDL and try bring up the LOOP and DCH again.
 
Thanks for your time and info. What are the commands for clock and self test? When I get onsite I can also loop back to pbx and smart jack.
 
TMDI card commands (can also be performed in LD 96)

LD 48
stat tmdi - gives current status of all tmdi cards
dis tmdi [card info] - disables card (note loops and d channels must be disabled before card can be disabled
rst tmdi [card info] - resets a tmdi card (can only be done on a disabled card)(highly suggested before performing self tests)
slft tmdi [card info] - selftest a tmdi card (can only be done on a disabled card)(highly suggested before enabling a card)
eml tmdi [card info] fdl - enables a tmdi card (fdl (force download firmware) is optional but highly recommended)

To check clocking use overlay 60

On Option 11/CS1000M/CS1000S issue the command SSCK 0 (main cabinet) or SSCK {x} (x = number of expansion cabinet).
To have the system start clocking on the primary clock reference (if not currently locked to it) issue the command TRCK PCK
On a CS1000E use the command SSCK {L S} (superloop and card, for example SSCK 16 0) to check the current clocking settings
To start clocking on the primary clock (if not currently locked to it) issue the command TRCK PCK {L S}
