I've used OPS many times before but never with different PNI numbers for clusters.

my theory says:
elements in different clusters/PNIs/PDG cannot share telephone directory info with elements in other clusters/PNIs/PDGs

Elements are programmed into PDG's and PDG's are programmed into distribution lists or the other way around.

my real question is that I'm about to configure a new element using a new PNI (as this element contains extension numbers already used in my current cluster). Can I have the telephone directory updated into a single one for both PNI/clusters? I'm thinking not but just want confirmation

I have never used PNI's but my understanding is different than yours.

Telephone directories can be shared.

The when the number is collected, the PNI is pre-pended to the DN. Calls between Clusters/elements with different PNI's require the PNI to be dialed. Calls within Cluster members that share the same PNI do not require the PNI to be dialed.

At the end of the day, all numbers are unique and therefore can be shared.

so one should be able to have all directory entries on all clusters on all cluster elements.

how is setting up the PNI different to CEID digits? I know the difference between the two but not sure how it's phyiscially set up and how elements are aware of each others PNI numbers (maybe through OPS manager)
is it merely creating a new cluster and adding the network elements to that cluster?
 
The difference is that PNI digits must be dialed by the user.

e.g.

Cluster 1 PNI 1
System A has PNI 1 Extensions 1XXX
System B has PNI 1 Extensions 2XXX

Cluster 2 PNI 2
System C has PNI 2 Extensions 1XXX
System D has PNI 2 Extensions 2XXX

I am not certain but I think calls within the same cluster can be dialed with 4 digits. However, it may be that all calls require the PNI to be dialed first.

Calls to System A
From B - 1xxx (or possibly 11xxx)
From C - 11xxx
From D - 11xxx

Calls to System D
From A - 22xxx
from B - 22xxx
From C - 2xxx (or possibly 22xxx)

I've set up the PNI, very simple. Now to get OPS man to share the phone directories between clusters.
