opportunistic locking on server?

We have a new NT server with mixed NT and win95 clients. Our paradox database is having a lot of trouble and I have been advised to turn opportunistic locking off on the server. Our NT man says there is no setting like that on the server, only on the clients. Is this accurate and if so, where do I find it? Thanks.
