It usually means you cannot put the operator on duty <F1>.
Restart of DOR and OLP units in that Lim fixes the problem, make sure the other operators in the lim are off duty when you restart the units. Do not restart DOMS1.
Not usually owt, that is the CT Adaptor in most cases.
