operator queue announcement

Hi,

Operator queue announcement doesn't working for external calls(manuel trunk) when the call handling over the diavox voice mail system.
1)When the public trunks routed with OPCTS to the PBX operator, operator queue announcement is working very well.
2)When the public trunks routed with RODNI to the voice mail system and then to the operator console queue announcement doesn't working.

Application system parameters as below:
PARNUM 139=1
PARNUM 143=1(Announcement Number)
PARNUM 161=255
PARNUM 169=2(second)

Do you have any advice ?

May be call after voicemail is defined as internal call?
