Operator Message

Dear All :
I have an operator Phone and I need to make a message saying something like this :
" Please enter the internal number of the person you want to contact or press 0 for operator "
and the system should wait about 10 seconds then if no valid internal numer is entered , it should transfer the call to the operator ..

How can I do this with Call Manager V.4 ?

That is a function of unity voice mail or whatever voice mail system you have. Not call manager.
