operator extension

we have the operator as 0 and extension 470. whenever anyone (outside and within the office) dials 0 to get the operator, and no one is available, it keeps ringing and does not go into voice mail. i have checked and made sure that it is in group cover.

another problem is, we are not able to forward the operator extension 470 to any other extensions. we were able to at our old location, but when we moved to our new office space, we are not able to forward the operator's extension.

we have a merlin legend system 6.0 and our voice mail system is audix.

 
Certainly sounds like some thing is programmed a little unusual out there with that operator phone.
You may want to verify that it is really 470 and not that someone has done some software manipulation to make it appear as 470. This can be done with Shared System Access buttons.
Also, 0 is always the first station port in the Legend. Look at your system and see what is actually plugged into the first ( usually MLX ) port on the system.
Let me know if either of those suggestions leads anywhere.
