Operator can not transfer Trunk to Trunk

Since converting 2 way DS-1 trunks to ISDN PRI the attendant console operator gets an intercept tone when trying to transfer an incoming call to an outside number. This Definity software is G3V6i.03.2.239.5
She was able to do this before the conversion to ISDN.
The provider of the trunks insists that the pbx is disconnecting the call and provided this copy of the D channel messages:
