(Operation failed because) connection points are disabled?

I´m not able to find, how I am supposed to enable this function?
It´s diagram I got from a collegue and I´m asked to review it. The collegue has no idea how he managed this. Even if I copy/paste an object to a new page - the error message will appear and not allow me to add any connection points?

If you go to "View" on the menu bar, click where it says, "Connection Points" and that will turn them back on.
