Our operating system is in Safe mode. I go to Browse Sysetem object volume, click on function > info and see this message:

Default is in safe mode due to a config file write error. Contact Customer Support. The Admin server entered safe mode on 04/28/2005 at 08:38 PM.

Any idea on how to resolve this?

Try resynching the Admin Server, if that fails you'll have to do some manual work, this normally happens if something else locks the files when LL wants them, do you have a backup job/antivirus running ?

I found this bit on the opentext site, it worked:

Summary: The Livelink Server has gone into Safe Mode due to a config file write error

More Information: This has a variety of causes from a config file being temporarily locked by virus scanner to a lack of disk space to a permission change issue. Most times fixing this is simply a matter of resetting the Admin server. To do this go to "Browse the System Volume" then click the info button for the default Admin server and click reset. This should set the Admin server to available again. If it does not work then you need to investigate further with the assistance of Customer Support.
