OpenView agent on 5.2 AIX

Has anyone successfully installed OpenView 7.xx agent with NCS communications on a 5.2 AIX server?

The agent installs fine, but the agent fails shortly after starting the agent with the message:

Can't lookup servers: communications failure (network computing system/RPC runtime). (OpC20-108)

OpenView support has not been able to help to far.
