openssl config

I am trying to implement ssl on my web server (apache 2.0.36 on windows 2000)

I am following the instructions as given at however i am getting stuck at step 3: creating a test certificate. When i enter "openssl req -new -out server.csr" in the cmd prompt, i get an error: "unable to load config info"

As suggested by this document, i downloaded and installed Cygwin, however I am at a loss as to how this is supposed to help me.

can anyone help me? Im not exactly a guru on apache (in fact running as a basic web server is all i have acheived)

FYI if anyone is interested, i finally achieved success with SSL / win2000 / Apache 2.0.47

I ended up abandoning the tutorial referred to earlier, and pieced it together using a couple of other - mostly helpful - tutorials, (with a twist).
