OpenSSH on Windows Server 2003

I've installed OpenSSH successfully, and it works fine for my user account (Domain Administrators group).

However when I add a new Domain User, then add this to the OpenSSH 'passwd' file, login via SFTP client fails. If I add this user to the Domain Administrators group their SFTP login works.

I've tried giving them full permissions on the target folder specified in the 'passwd' file, and also on the OpenSSH folder, but these changes didn't help.
 
Just a shot in the dark but, are you sure you have configured OpenSSH to work with domain accounts (if I recall there is a different config for local and domain accounts as per the documentation)? It could be possible that it's working because of your membership in the local admins group on that server
