openSSH configuration problem

HI,

I have q question about openSSH
in my sshd_config, I saw the "MaxStartups" parameter
and I try to set "0"
but after I set to zero, the sshd can not be start

is anyone tell me why??
 
I would say it is an invalid value for that option. Why would you want to set it to 0? That would prevent anyone from connecting to it, you may as well turn off the service completely.

are you trying to avoid muptiple username and password attempts?

well, my "smart" customer say since it's "unauthenticated connections " it should be set to zero

after reset the sshd, the it fail to started, then call me to solve the problem

I try to said no one set to zero but he ask the reason

correct me if I am wrong
this value is about connection which will not pass the authentication. which means, I can have the 10 concurrent user try to login (showing the login screen to input the ID/password)

if set to zero, it simple not allow anyone to connect.
Am I right ?



 
after I found some information in internet, and test in the system to showing the error message,
