Opening Ports not working?

I have a meetingmaker server running at our main office and I'm trying to configure ISA at a remote location to connect to it. The server runs on ports 417, 9003, and 9004. I opened all three ports in ISA for both TCP and UDP in both directions. The problem is that the mettingmaker server doesn't show up. When I create another rule to allow all TCP in/out the server shows up. MeetingMaker says it only uses port 417 to initiate the connection. So why doesn't it work when I just have those three ports open? I'm really new to ISA so be gentle.
