As a beginner with computers, my opening window shows no record of my favourite web-sites. To get them I open a new explorer window and a foreign language window appears, not the original sympatico window I assigned. Have attempted to wipe out the foreign language page, but keeps reappearing after the PC is shut down and then reopened.

The question is not so clear. Neither is it clear why is it in VPN users group.
But if you are saying that you want your internet explorer to have a home page which is sympatico something. Then you can do this.
Open your internet explorer. Goto tools->internet options-> And in address field type in what ever you want your home page to be. And from next time on, that would come up when ever you start a new internet explorer session.
Bear in mind, when visiting some web sites they change your default home page, but only with your permission.
