opening multiple windows in IE 6

I just got a new computer and it is configured to open only one IE window at a time. I can't find the setting to change that. If I have a web page open and I minimize it and click on IE, it closes the open page and navigates to the home page again.
 
Right click on link and select "Open in New Window?"

Also, Go to Tools> Internet Options> Advanced.
Uncheck "Reuse windows for launching shortcuts"

Further, third party toolbars/popup blockers can force this behavior.
 
Standard XP display setting puts all open windows of a given program under the same bar in the task-bar. When I first used XP this lead me to think that only one window was open. By any chance is this happening to you also?
