Opening .mht files with Excel? Set with Group Policy?

Is there a way to add in with GP a rule that forces files with .mht to open with excel? Cognos8 Web Reporting uses an odd extension, and my users are prompted to pick which program to use to open this file. It would be easier to just push it out with group policy.
