Opening links from e-mail in Outlook 2007

When trying to open a link contained in an e-mail in Outlook 2007 I get the following message:

"This operation has been canceled due to restrictions in effect on your computer. Please contact your system administrator."

My operating system is Windows XP. I am the only user and I am logged in as an administrator.
