Opening Excel Attachments in Offfice 2007

I have users who are unable to open .xls or .xlsx attachments from Outlook 2007 unless they already have an instance of Excel 2007 open. Has anyone else seen this? Typically what happens is that Excel will attempt to open, but nothing happens. They don't see the same behavior with Word or Powerpoint--only Excel. I've tried the built-in repair to no avail.

I tried all of those suggestions in that thread to no avail, which doesn't actually address the problem I'm seeing. Thanks anyway.
