opening applications problem

I apologize for not really having a subject. Windows XP home edition with problems.
Only apps on desk top will open
clicking the "start" button and selecting an application does not start.
I noticed when I tried to go to explore, after I right clicked, it looked like it was going to open then did not.

I also tried to install a new hardware device driver for a printer and could not.

I tried to install a new application from a CD and could not.

I hope that the problem jumps out at someone.
When I think the problem started:

a couple of weeks ago my wife said that the computer went into safe mode during her failed attempt to change the screen resolution.
I restarted the computer going to the advanced options and started with last known good configuration.

Some general things to try.

See if System Restore will get you back to a restore point before your problem with Explorer.

Try Safe Mode (Do you have this problem in Safe Mode?).

Try running ChkDsk to check your drive for errors. Right click your Drive icon/ Properties/ Tools/ Error Checking.

Run the System File Checker program from the Run Box by typing.....Sfc /Scannow in it and have your XP CD handy.

If they don't work you could try repairing windows by running it over itself. You will lose all your windows updates but your files will be untouched.
